In el8 and el9, we see build error:

error: Installed (but unpackaged) file(s) found:
   /etc/cpupower-service.conf
   /usr/lib64/systemd/system/cpupower.service
   /usr/libexec/cpupower

The fix for this appears to be in the pipe upstream:

The error noted in 10438 comes from the kernel-tools sub-package. Disabling it leads to a successful build.

Add this to the spec file:

### temporary workaround to build 6.16-rc1
%define with_tools 0

Yet another patch has been submitted upstream to be included in 6.16-rc2.

"Yet another patch" pulled and added to linux-pm.git/fixes.

Merge an urgent cpupower utility fix for 6.16-rc1 from Shuah Khan:

"Add unitdir variable for specifying the location to install systemd
 service units instead of installing under ${libdir}/systemd/system
 which doesn't work on some distributions."

* tag 'linux-cpupower-6.16-rc2-fixes' of git://git.kernel.org/pub/scm/linux/kernel/git/shuah/linux:
  cpupower: split unitdir from libdir in Makefile

linux-6.16-rc2 is out.

Same build errors except the following one is now gone:

  /usr/lib64/systemd/system/cpupower.service

[Note] The patch added to -rc2 contained this fix (tools/power/cpupower/Makefile):
- - rm -f $(DESTDIR)${libdir}/systemd/system/cpupower.service
+ - rm -f $(DESTDIR)${unitdir}/cpupower.service

With '%define with_tools 0' added, linux-6.16-rc2 was built with no errors.

There is a better fix.

The upstream patch corrects the location of cpupower.service in the "rm" command. We cannot change the Makefile (no source code modification), but can achieve the same in the spec file.

Remove the two files referenced in the build error, like so,

[code]
%if %{with_tools}
%{__make} -s -C tools/power/cpupower DESTDIR=$RPM_BUILD_ROOT libdir=%{_libdir} mandir=%{_mandir} CPUFREQ_BENCH=false install

rm -f $RPM_BUILD_ROOT%{_libdir}/*.{a,la}

rm -f $RPM_BUILD_ROOT%{_sysconfdir}/cpupower-service.conf <=== Add
rm -f $RPM_BUILD_ROOT%{_libexecdir}/cpupower <=== Add
[/code]

The above change allowed a build to proceed and the two -tools related packages have been built.

[Note]

The -rcX series of kernel-ml are available for testing from https://elrepo.org/people/toracat/devel/kernel-ml/ .

Use this code:

%{__rm} -f $RPM_BUILD_ROOT%{_libdir}/*.{a,la}
%{__rm} -f $RPM_BUILD_ROOT%{_sysconfdir}/cpupower-service.conf
%{__rm} -f $RPM_BUILD_ROOT%{_libexecdir}/cpupower

linux 6.16 GA is out.

el8 and el9 built with no issue.

el10 had the following build error:

error: Installed (but unpackaged) file(s) found:
   /usr/lib/systemd/system/cpupower.service

Not sure why this error but it was fixed by adding:

%{__rm} -f $RPM_BUILD_ROOT%{_unitdir}/cpupower.service

to the spec file.
